Rule
Duel Players Qualifying for Munster Provincial Finals That in relation to participating at a particular Munster Final’s Weekend, that a competitor may only take part with one team.
The decision will be taken at area level and forwarded to the county secretary of which event the competitor will take part in.
The county secretary will notified the provincial secretary who in turn will advise all relevant personal of the decision.
If the team which a participant opted to compete with is defeated at provincial and the other team wins provincial the defeated participant will be eligible to compete at the National Finals with the winning team.
Connaught Bye-Law
Rule
Duel Players Qualifying for Connaught Provincial Finals:
That in relation to participating at a particular Connaught Final's Weekend, that a competitor may only take part with one team.
The decision will be taken at area level and forwarded to the County Secretary of which event the competitor will take part in.
The County Secretary will notify the Provincial Secretary who in turn will advise all relevant personnel of the decision.
If the team in which a participant opted to compete with is defeated at Provincial and the other team wins Provincial, the defeated participant will be eligible to compete at the National Finals with the winning team.
Meath Community Games Bye-Laws 2025
County Events. Participation.
2 competitors from each affiliated Area allowed to go forward in all individual events, with the exception of Model making and Gymnastics where 4 competitors are allowed from every affiliated area.
2 Teams from each affiliated Area allowed in all Team events.
Track & Field Events.
County only events. Under 6 60 m Boys & Girls.
Special needs 60m, no upper age limit.
Swimming
Special Needs 25m Freestyle, no upper age limit.
Cross Country & MDR Events.
Boys& Girls Under 8, 9, 10 500m.
Role of President.
Rotating role.
Period: 3 years.
Clare Community Games Bye-Laws 2025
- ALL entries must be entered in the ORS. Entries will NOT be accepted on Email, Text or Whatsapp, Etc.
- No late entries will be accepted, No exceptions. A late entry is one entered on ORS after the ORS closing date. These will appear as “unauthorised” on ORS. These entries will not be allowed to participate in the competition. Note, the ORS Closing date is 14 days prior to the event start date ((maybe up to 1 month for large events). There may be multiple days of Competition or changes to timetables, announced when the number of entries is known after ORS cut-off.
- Team Games at County
A. Only TWO replacements to the names listed on the ORS authorised panel list, will be allowed before sign-in. Once the game has commenced no further changes will be allowed. At Provincial and National events, the National procedure will be followed.
B. No additional participants are allowed to the ORS authorised panel list, as these constitute late entries see byelaw 2 above.
4. Individual events at County.
A. Replacements of either or both of the 2 Area individuals will be allowed to the ORS authorised list at cut-off, but must be notified to County Registrar and County Secretary at least 48 hours before the date of the event start, by the Area Secretary on the Community Games Email. These replacements can only made ONCE, NOT multiple times. NO replacements (no exceptions) will be accepted after the 48 hour deadline so there will be NO replacements accepted on the day of the event.
B. No additional participants will be allowed to the ORS authorised list at cut-off, as these constitute late entries see byelaw 2 above.
5. County Event delayed. If an event is delayed for more than 5 (five) days, the closing date will be extended to 14 days prior to the new event date. If less than 5 days and the ORS closing date has passed, the original ORS closing date remains.
6. All communications must be done through the Area Secretary. The Community Games Email must be used by Area Secretaries in all cases.
7. Area Entries to County Competitions. The allowable number of Area entries in County events is limited to 2 individuals/teams - subject to the following exceptions (to increase participation):-
a. Pitch& Putt: 5 entries per category.
b. Talent: Unlimited, but child may only enter 1 solo and 1 group event (Choir is notconsidered as a Talent event).
c. Gymnastics: 6 entries per category.
d. Mixed Distance Relays: 4 entries per category.
e. Cross Country: 10 entries per category (5 boys/5 girls).
f. U16 5k Run: Unlimited.
g. Cycling:3 entries per category.
6, County Only Competitions. The following events are run in County Clare only (subject to insurance) and there is no Provincial or National Competition:
a. U10 Cross Country Relays (4 x 200m).
b. U10 Cycling on Grass.
c. U14 (O12) 2k Run.
NOTE -Clare Community Games Calendar of Events is published on the Clare Community Games website (https://www.clarecommunitygames.ie/calendar) and updated regularly. Showing, for each event, ORS Closing date, the date of event, Venue, Information for County, Munster and National as applicable. Area Secretaries, Managers, Coaches and Parents etc. should check regularly for any changes.
Carlow Community Games Bye-Laws 2025
1. AGM/EGM Voting
Each Area may have 3 voting members at EGM/AGM, If more than 3area members are present, the 3 voting representatives must be identified prior to vote commencing. Additionally County officers will also have a vote, officers do not affect the area vote numbers. All votes must be cast in person on the night of the AGM/EGM, no proxy voting. In the event of a tie the chairperson will have the casting vote.
2. Relay subs
A participant may run on a non-national relay and be named as a sub on a national relay. A participant may only run on one relay on the weekend of the county final.
A participant running on 2 relays on the weekend will lead to a disqualification of both teams.
3. Team events
Once a participant has won a county gold medal in a team event, that participant is excluded from participating in another team event which is on the same provincial or national weekend. A participant may not be subbed off a winning team and then take part in a subsequent team event. A participant may take part in an individual & a team/relay event on the same National weekend. Contravention of this rule will lead to disqualification of the participant and disqualification of the team using the excluded member team.
4. Individual events
Once a participant has qualified for a national final event, they may not take part in a subsequent event that takes place on the same national weekend. Once the participant has completed the competition, they may not remove themselves from the competition before or after the results are made public in order to compete in a subsequent event. A participant may take part in an individual & a team/relay event on the same National weekend. Contravention of this rule will lead to disqualification of participant.
5. Representative events
Once a participant has Qualified in line with 3 or 4 they may not take part in a representative event that is on the same national weekend. Contravention of this rule will lead to disqualification of participant.
Tipperary Community Games Bye-Laws 2025
1. The basic, organised unit within the County shall be the Area.
2. Individual cases and problems arising from no. 1 shall be examined and decided upon by the County Executive Committee.
3. Areas shall not take part in any Community Games competitions until such time as
completed affiliation forms, affiliation fees for the current year are received by the County Executive Committee.
4. A child must reside in the area to compete for the area, area in Tipperary being parish boundaries as per diocese map asheld by Community Games.
5. A child can only play for the nearest affiliated area if
● The child's area is not affiliated
● The affiliated area requests it.
● The area where the child resides has no issue with it
● It is the nearest affiliated area
● A new map defining its boundaries will have to be drawn up and submitted for approval to county and National.
Community Executive Committee
The County Executive Committee shall consistof the following, who shall be appointed, by way of secret ballot, at eachannual general meeting.

Working Committee
A smaller working committee consisting of one delegate from each affiliated area (where one is put forward at the county AGM). This committee is to help out at county, Munster, regional and National events when available or to find others from their area to help..
County Committee
The County Committee shall consist of the County Executive Committee plus one delegate (self nominated or nominated at AGM) from each affiliated area.
Competitions
1. All competitions, within the County shall be held in accordance with the rules and bye-laws of National Community Games and the bye-laws of County Tipperary Community Games.
2. Medals shall be awarded to all County team event winners and runners up . Teams who get a bye straight to Munster or National will not receive county medals. Nor do they have to pay the county team fee. They will have to pay Munster and National fees, depending what stage they get to.
3. Medals shall be awarded to first, second and third in all individual events including swimming squads and athletics relays.
4. Once a team event fixture has been made, postponements will only be permitted with the discretion of the Team Competition Secretaries.
5. Competitors may compete in any number of team events up to county finals. Dual player rule follows for Munster and National finals. The dual player rule applies to individual sand relays at county level. A child can only take part in 1 individual event at any competition
6. All appeals shall be processed in accordance with the bye-laws of National Community Games. Appeals so processed shall be investigated and decided upon by the County Appeals Committee.
7. In the event of a team or a competitor withdrawing or being disqualified from a competition, they may be replaced by another team/competitor provided they have already competed in that event.
8. Swimming Squads and Athletics Relays are not team events for the purpose of the competitions bye-laws.
9. No entries accepted after closing date.
10. When an area registers a participant on the ORS system, this does not mean the participant is entered into an event. All registered participants must be entered in their respective competitions by closing dates provided.
11. When an area has filled their full quota of entries in all individual events by the relevant closing date a replacement may be accepted up to 48 hours prior to competition in line with the current standard operating procedures asset out by National Community Games.
12. An area cannot make changes to a TeamPanel once submitted except as follows:
a) The panel form must be full ie if the panelis 16 participants there must be 16 named.
b) It must be done so prior to Closing Date orprior to first game played.
c) An email must be forwarded from the Area Secretary to the County Secretary stating who is being replaced and with whom.
d) Therefore a replacement will only be accepted with a Doctor’s Cert
13. The County Secretary cannot accept any registration on the ORS system unless a full postal address of the child’s primary address is submitted. Any child registered with just an area name will not be accepted. If a child is already registered on ORS system with just an Area name that child must be reregistered.
Managers for National Festival
1. The County Executive Committee shall appoint the County Manager and Assistant County Manager.
2. Team event Managers, including swimming squads and athletics relays shall be the nominee of the area involved. The Manager so appointed shall have full responsibility for his/her team and for any extra Managers that the area may nominate, in accordance with competitor/Manager ratios. An area is financially responsible for the fee appropriate to this.
3. The County Executive Committee shall appoint whatever Managers it deems necessary for individual events. The Managers so appointed shall have full responsibility for all competitors placed in their charge by the County Manager.
4. Additional Managers may be appointed when necessary at the discretion of the County Executive Committee.
5. All Managers shall be fully responsible to the County Manager on all matters.
6. The imposition of penalties for breaches of rules and discipline shall be the sole responsibility of the County Manager.
7. Any individual from the county appointed as a Munster/ National Official at the provincial or National Finals must notify the County Secretary of same via text or email.
Financial Bye-Laws
1. An area must pay their Affiliation Fee in full before their affiliation can be accepted by the county.
2. The county will not accept affiliation from an Area who has not discharged their previous year(s) financial liability in full.
3. The county operates a pay per entry basis, that is an area is financially liable for every entry they make.
4. No area or individual may pay a county bill without prior written authorisation from the County Treasurer.
5. Out of pocket expenses incurred whilst acting on behalf of the County Executive Committee or the County Committee shall be reimbursed provided any such claims are lodged with the County Treasurer within two months of being incurred. Any claims presented after said timeframe will be deemed forfeit.
6. In relation to the Provincial Finals all participants named on panel sheet have a financial liability to be paid by the Area, whether present or not, to the County Treasurer.
Child Protection & Garda Vetting
1. Under the National Vetting Bureau Child and Vulnerable Act 2012-2016 anyone having contact with or access to children or vulnerable persons must be Garda Vetted. Based on this all Area adult volunteers i.e. Team Managers, Coaches, Officials, and admin. must be Garda Vetted for Community Games. It should be noted that vetting for another organisation ( for example GAA) will not cover this.
2. When Area’s are registering teams, all Team Managers must be named, that is, Forename, Surname and Full postal address, anything else is unacceptable to the County for Child Protection and Garda Vetting purposes.
